You could contact his ISP, although they might ignore you since this is a silly reason to report.

That is really stupid...

As I said before, not even Forumotion's administrators will listen, this is just a common spam attack that happens to all bulletin boards for it. There is no reason to report, nobody handles people for just spamming. Also, just because he had a duplicate account doesn't mean that breaks the law either.
